with 64 votes. we passed the hurricane sandy emergency relief bill also in bipartisan fashion, with 62 votes. we had open debate, we had discussions, we had amendments, and we passed legislation. particularly we passed by a powerful bipartisan vote of 89-8, a bill that avoided tax increases for 99% of americans and extended emergency unemployment benefits for another year and protected us from the fiscal cliff. when it comes to legislating, the senate actually has a pretty strong bipartisan record. how did those senate bills do on the house side? well, the house couldn't pass its own highway bill. congress has been doing highway bills since the eisenhower years. this isn't rocket science. the house couldn't do one. the best the house of representatives could do was to pass a short-term extension that allowed some of their members to get to conference on the senate bill. but they took no bill into conference because they couldn't pass one. even then they delayed the conference negotiations and they cost the united states of america an entire summer construction season for highway constr

to get that included in the senate version of the sandy supplemental that passed on december 28th. we were unable to get that included in the house version. this is not new money. first and foremost i would appreciate this committee working with the counterpart to give us this transfer authority. otherwise we are going to be behind the curve again. secondly i think it's important to change the laws about best value contracting versus lowest price technically qualified. by statute the state department guard contracts in dangerous places like libya and everywhere except iraq and afghanistan must be awarded using a lowest price technically acceptable selection process. we have requested a change in the legislation that would allow us to use some discretion to try to deal with the varieties of the local guard forces. we currently have it in afghanistan and pakistan, but it's going to expire. that's something else that i would ask the committee to look into. finally the point that the chairman made and you echoed, congressman, an authorization, i was on the armed serf service committee. it

situation, even as with the sandy hook situation that happened in conn., intermissions and fast and furious. after mission comes in that fast, it is hard to see what is accurate. days go by and they may have been -- i would as a cover up, but a reluctance to reveal just exactly what happened. i think that the state department and the president of the united states did a commendable job in handling the situation. as the situation continues to go on. another thing is when you talk about security, the republicans fail to remember that there has been a request for additional security if and all of our consulates and the house is holding up funding for the security. so there is a lot of grandstanding going on. there really is unfortunate that to misses clinton has to deal with this kind of politicizing of the really serious situation that continues today and will continue years from now. host: to the point about embassy security. here's a short piece about funding for security. caller: this is a bipartisan problem. since 2007, the department has consistently requested greater funding for embassy
